EU proposes provisional AD duties on ABS imports from South Korea, Taiwan

The European Commission has proposed provisional anti-dumping duties on imports of Acrylonitrile-Butadiene-Styrene (ABS) resins from South Korea and Taiwan, as part of an ongoing investigation under Article 19a of Regulation (EU) 2016/1036. The measures aim to address concerns over unfair pricing practices harming the EU industry.

ABS resins, classified under CN code 3903 30 00, are thermoplastic copolymers widely used in automotive, electronics, and consumer goods sectors.

The pre-disclosure took place on 18 July 2025, while provisional measures are now expected on 19 August 2025. The deadline for comments on the provisional disclosure is extended to 2 September 2025, and definitive measures are set to be imposed on 18 February 2026.

Proposed provisional duties:

South Korea

LG Chem: 3.7%

Lotte Chemical Corporation: 5.8%

Other cooperating producers (e.g., Kumho Petrochemical, INEOS Styrolution Korea): 4.3%

All other Korean exporters: 5.8%

Taiwan

Chimei Corporation / Grand Pacific Petrochemical Corporation: 10.8%

Formosa Chemicals & Fibre Corporation: 21.7%

All other Taiwanese exporters: 21.7%

The proposed duties are calculated based on the CIF Union border price, excluding customs duties and other applicable taxes. Exporters with individual duty margins will receive detailed breakdowns of the calculation.

These measures are a summary of the proposed provisional duties provided for information purposes only, as the investigation is still ongoing.
