India finally announces ADD on S-PVC imports: What’s in store for subject countries?

The long-awaited announcement of India’s anti-dumping duty (ADD) on suspension-grade polyvinyl chloride (S-PVC) imports has finally been made public. As the world’s largest PVC buyer, India’s decision holds significant implications for global PVC markets, especially for the exporting countries involved. The new provisional duties aim to shield India’s domestic industry from a flood of low-priced imports that have been impacting local producers.

Background of the investigation

The anti-dumping investigation was initiated upon a request from major Indian producers Chemplast Cuddalore Vinyls Limited, DCM Shriram Limited, and DCW Limited, who alleged injury due to dumped S-PVC imports from China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the United States.

Two other domestic producers also manufacture PVC resins but were excluded from the investigation as they were involved in importing the same goods from the subject countries, making them ineligible to represent the domestic industry.

Provisional measures and duty recommendations

The Directorate General of Trade Remedies (DGTR) has recommended the imposition of provisional ADD on PVC imports from the subject countries. This provisional duty will remain in effect until the final outcome of the investigation is determined and a formal notification is issued by the Indian government.

What’s next?

As this provisional duty takes effect, all eyes will be on its impact on India’s domestic PVC market. The government’s final decision, pending the conclusion of this investigation, will determine if these duties become permanent or if adjustments are needed based on additional findings.

This ADD decision will likely curb imports from the affected countries, possibly shifting trade flows as exporters seek alternative markets. China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the US, which have benefited from India’s high PVC demand, may now face reduced sales to the country.
