India imposes prohibitive antidumping duties on emulsion PVC imports

According to a decree published on the Official Gazette of India on May 21, India’s Ministry of Commerce and Industry imposed prohibitive anti-dumping duties on emulsion PVC from China, South Korea, Taiwan, Malaysia, Thailand, and Norway. The investigation started in October 2023 upon the request by a domestic producer.

Accordingly, the related ministerial authority recommended the imposition of provisional anti-dumping duty on the imports of emulsion PVC, originating in or exported from the subject countries, or subject producers from the date of notification.

In conformity with the notification, (Ningbo) Co., Ltd. and Formosa Industries from the People’s Republic of China is subject to a duty in the amount of $546/ton while Shenyang Chemical Co., Ltd. is subject to an antidumping duty to be valued at $115/ton. Producers other than the abovementioned enterprises from China are liable to a duty in the amount of $600/ton.

From South Korea, Hanwha Solutions Corporation is excluded from the antidumping duty on their E-PVC exports to India. Other South Korean producers are liable to a duty valued at $41/ton.

As for Malaysian producers, Kaneka Paste Polymers Sdn. Bhd. is subject to a $317/ton antidumping duty while other producers are subject to a $375/ton duty.

Formosa Plastics Corporation from Taiwan is contingent upon a duty of $118/ton while other Taiwanese producers are liable of a duty valued at $168/ton.

From Thailand, TPC Paste Resin Co., Ltd. is subject to a duty in the amount of $195/ton unlike other producers in the country as they are liable to a duty at $252/ton.

Producers from Norway are subject to an antidumping duty in the amount of $328/ton without any dissimilarity or exclusion.

In March 2024, the country also launched an anti-dumping investigation, the results of which is still pending, into imports of PVC suspension (S-PVC) resins originating from China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the US.
