Trader: India extends PVC anti-dumping investigations again
He commented, “Buyers are reluctant to import cargoes due to the ongoing uncertainty regarding anti-dumping duties. We believe that the government will reach a final decision by the end of March or early April.”
Anti-dumping duties on PVC imports expired on January 23, 2014. However, a declaration from the Ministry of Commerce and Industry on January 24 extended the sunset investigation until March 4.
There had originally been some confusion as to whether or not the duties remained in place following their official expiration date on January 23. Players reported that the customs authorities originally tried to continue collecting the additional taxes after the expiration date, but a government decision dated February 19 confirmed that anti-dumping duties were suspended until the conclusion of the sunset review.
India had been collecting anti-dumping on PVC imports from the US, Taiwan, South Korea, Malaysia, Japan, Thailand and Indonesia prior to the expiration of duties on January 23. Players report that the government is also hoping to announce the results of an ongoing investigation into alleged PVC dumping from Mexico and the European Union at the same time that it concludes its sunset review of its existing anti-dumping duties.
