Mexico launches antidumping probe into US PVC suspension resin imports

Mexico’s Ministry of Economy officially launched an antidumping investigation into imports of PVC suspension resin from the United States on April 28. The notice was published in the Official Gazette of the Federation following a petition by domestic producer Mexichem Resinas Vinílicas, S.A. de C.V.

The investigation targets the vinyl chloride monomer homopolymer produced via suspension polymerization, commonly referred to as PVC suspension resin. The product, sold in pellet or white powder form, falls under tariff code 3904.10.03 of the Mexican Harmonized Tariff Schedule.

The dumping investigation will cover the period from October 1, 2023, to September 30, 2024, while the injury analysis spans from October 1, 2021, to September 30, 2024. Companies involved have until June 9, 2025, to submit responses to the Ministry’s questionnaire, with the possibility of an extension.

The tariff probe comes at a challenging time for US PVC producers. In early January, the European Union imposed definitive antidumping duties on imports of suspension-grade polyvinyl chloride (S-PVC) from the US. Reports also indicate that India’s implementation of antidumping duties on US PVC is imminent, following a court ruling that cleared the way for the investigation to proceed.
